AIRE registration

Registration in Register of Italians living abroad AIRE (Anagrafe Italiani Residenti all’ Estero) is a legal obligation for those who transfer their residence abroad (Art. 6, Law 470/1988).

The Italian citizens, who intends to transfer their residence abroad for a period of more than twelve months, even if not continuous, must therefore register in AIRE through a declaration to the competent Consular office within 90 (ninety) days of the transfer.  Italian nationals can apply for registration at the competent Consular Office, through the Consular Services online platform Fast It (the use of which is strongly recommended), or by writing to consolare.lusaka@esteri.it.

The relevant AIRE and Privacy AIRE e Privacy declaration, duly filled in and signed, should be submitted along with the following documentation:

  • copy of passport (pages 2 to 5) or Italian ID;
  • Zambian or Malawian Residence Permit (for Zambia Residence Permit, Work Permit, Investor Permit; for Malawi Residence Permit or passport page with the relevant stamp);
  • letter from employer or, if self-employed, for Zambia recent Pacra certificate (issued not more than three months before), for Malawi company registration certificate;
  • lease or title deed;
  • utilities (electricity, water, internet or Council tax) related to the dwelling.

The duty of the Consular office is to transmit the AIRE registration request to the Municipality. The Municipality, once it receives and approves the AIRE application, deletes the name from the Registry of Resident Population (APR) and enrolls it in the Registry of Italians Resident Abroad (AIRE) and notifies the person concerned by email.

The Italian national, before moving abroad, can make a declaration of relocation to the Italian Municipality of residence. Within 90 days of arrival abroad, the declaration made to the Municipality must be finalized at the relevant Consulate in the manner described above.

Change of Address

Italian nationals registered with AIRE who move to Zambia and Malawi, must submit the declaration of change of address, for themselves and their family members, to the Consular Office within 90 days of the move: the request must be made through the Fast It portal (within which “Frequently Asked Questions” are available), or by writing to consolare.lusaka@esteri.it.

As with the initial registration, the change of address involves sending the AIRE e Privacy declaration duly completed and signed along with the following documentation:

  • copy of passport (pages 2 to 5) or Italian identity card;
  • rental contract or title deed;
  • utilities (electricity, water, internet or Council tax) related to the dwelling property.

Transfer to another foreign country (i.e., to another Consular jurisdiction)

An Italian national registered with AIRE who moves from Zambia or Malawi to another foreign country must submit the declaration of transfer to the consular office territorially competent for the new residence through the Fast It portal (within which it is possible to identify the Consular office territorially competent for the location of new residence and in addition “Frequently Asked Questions” are available) within 90 days of the transfer. In the absence of such notification of transfer, 180 days after the move, the person may be declared untraceable with consequent cancellation by the Municipality of the AIRE registration. The transfer to another foreign country may also be communicated to this Embassy by sending an email accompanied by a copy of one’s identification document to the email address consolare.lusaka@esteri.it.

Local regulations (Zambia and Malawi) require the return of the residence permit upon final departure from the country.

Repatriation to Italy

Italian nationals registered with AIRE who permanently return to Italy must present themselves at the Municipality where they have decided to settle, to declare their new residence address within the time limit set by Presidential Decree No. 223 of May 30, 1989. The omission or late submission of the repatriation declaration is punishable with an administrative fine. On the same date, the Municipality will provide for the cancellation from AIRE with the simultaneous registration in the Registry Resident Population – APR (Anagrafe Popolazione Residente). It will be the responsibility of the Municipality to officially communicate the effective date of repatriation to the Consulate/Embassy of origin, which will register the repatriation in its Consular files. Those who repatriate will also be able to notify the Embassy of their final transfer to Italy by sending an email accompanied by a copy of their identification document to consolare.lusaka@esteri.it .
