Agenzia del Demanio – Attracting Foreign Investment

As part of the activities aimed at attracting investments from abroad, in particular those aimed at creating added value through the redevelopment of peripheral areas of Italy and the increase in tourist flows to lesser-known destinations, the MAECI has started a collaboration with the Agenzia del Demanio for a greater diffusion of the most recent projects and opportunities regarding the reconversion and enhancement of the territory.

Agenzia del Demanioi (the Italian State Property Agency) has been committed for several years to recover real estate owned by the State and other public bodies, to make them usable for citizenship and thus contribute to the economic and social development of the territories. Since 2013, the "Valore Paese-Dimore" initiative has been developed, aimed at the redevelopment of public buildings of historical, artistic and landscape value, selected on the entire national territory to be reused for tourist and cultural tourism purposes. The "Valore Paese" initiative was subsequently strengthened with two new projects: "Lighthouses, Towers and Coastal Buildings" and "Paths and Routes".

"Lighthouses, Towers and Coastal Buildings", with specific focus on marine and coastal locations, was born in 2015, at the instigation of the Agenzia del Demanio as part of the institutional agreement with MiBACT, Ministry of Defense and MEF, and implemented in coordination with the Regions. The project aims at the promotion of sustainable tourism and the social and cultural development of marine areas of interest through a form of public-private partnership: the assets identified for the concessions, advertised through the announcement, can be reconverted into hotels, B & Bs, centers for cultural and recreational activities. The contracted assets are entrusted, even to subjects with registered offices abroad, in concession / lease of valuation, with a free offer fee (different from zero), for a duration of 6 to 50 years. For more information, see the attached presentation and the dedicated web page: http://www.agenziademanio.it/opencms/it/progetti/fari/

"Cammini e percorsi", framed in the 2017-2022 Strategic Tourism Plan and developed following the Case Cantoniere project by ANAS S.p.A., is a plan for the valorisation of properties located along historic-religious, cycle-pedestrian and naturalistic itineraries. The initiative foresees a three-year development 2017-2019 and is implemented with the publication of calls for tenders for the assignment of assets that, once upgraded, offer better services to the walker, the pilgrim and the cyclist, creating leisure facilities, relaxation and rest, in favor of "slow tourism". The contracted assets are entrusted, even to subjects with registered offices abroad, in concession / lease, free use or valuation, for a duration of 6 to 50 years. For more information, see the attached presentation and the dedicated web page: http://www.agenziademanio.it/opencms/it/progetti/camminipercorsi/

For each good purpose, the 4th Call for "Lighthouses, Towers and Coastal Buildings" was published at the end of July and will expire on 27/11/2018 - see the documentation, also in English, on the site http://www.agenziademanio.it/opencms/it/progetti/fari/ - while the publication of the 2nd Call for "Cammini e Percorsi" is expected at the end of September 2018. It can also be useful to underline that participation in calls for tenders possibility of accessing specific financing for the realization of the redevelopment works.

In relation to the projects in question, given the recurrent difficulties of foreign operators to comply with the requirements, even formal ones, provided for in the calls for the tenders, with the consequence that potentially interesting offers can not be taken into consideration, the Agenzia del Demanio invites you to visit the official link in English http://vademecum.publicrealestate.it/en/ where adequate evidence is given to the procedures for participation and/or contact the specialized personnel of the Agenzia del Demanio at the email address dg.progettiarete@agenziadeldemanio.it which will provide, always in English, feedback to any requests for clarification or further information.
